3. ANGLICAN CONSULTATIVE COUNCIL

In November the Standing Committee received the Official Report of the meeting of ACC-10 held in Panama in October 1996. The resolutions adopted were referred to the relevant bodies within the Church of Ireland for comment noting or action as appropriate.

As the Bishop of Kilmore was not eligible for re-election in accordance with the ACC Constitution as a representative of the Church of Ireland, the Rev. Canon M.A.J. Burrows was elected to fill his place.

4. APCK

The Standing Committee in September again considered the position of the APCK in response to a letter received from it stating that unless some solution could be found by early September to mitigate the overhead costs of the retailing and distribution activities of the APCK the Association could be forced to close its book centres in Dublin and Belfast.

It was recommended to the Representative Body that the question of the future of APCK be put on hold for three years and that every effort be made to make it viable in that period.

In November, in response to a further communication it was recognised that a period of at least two years was required to evaluate the future role of the APCK. In view of this, representations are being made to the Representative Body regarding the question of providing financial support, and to the Priorities Fund to provide similar funding.

5. AUDIT OF THE ACCOUNTS OF THE REPRESENTATIVE CHURCH BODY

The Standing Committee, with the approval of the Archbishop of Armagh, appointed Price Waterhouse to audit the accounts of the Representative Body.

6. BISHOPS' APPEAL ADVISORY COMMITTEE

The Advisory Committee submitted a report, including accounts for the year ended 31 December 1997, to the Standing Committee in March 1998, which is included as Appendix B.

7. CENTRAL COMMUNICATIONS BOARD

The Standing Committee approved a report from the Central Communications Board which includes the work of the Broadcasting Committee and the Literature Committee. The report is included as Appendix C.

8. CHURCH OF IRELAND WEBSITE

The Church of Ireland successfully launched its own website on the Internet on Thursday 2 October 1997.

The web pages provide a useful source of information on the Church of Ireland, its structures and viewpoints. All Press Releases issued by the Church of Ireland Press Officer are also immediately available on the website.

The Central Communications Board will continue to manage and develop the website in conjunction with the Representative Church Body. The Standing Committee agreed that the Internet Co-ordinator be invited to be in attendance at meetings of the Central Communications Board.

9. COPYRIGHT

(a) In September 1997 permission was given to Church House Publishing, Church of England in connection with a series of books to be published by the National Society/Church House Publishing to reproduce:

(b) In September 1997 permission was given to Central Board of Finance, Church of England to reproduce from Calendar, Lectionary and Collects:

Palm Sunday: Post-Communion Prayer, APB

(c) In November 1997, permission was given to the following:

(i) Redemptorist Publications for the use of a Collect (Christmas 2) and two Post-Communion Prayers (Palm Sunday and Easter 4) from "Collects and Post-Communion Prayers" in a service sheet.

(ii) Scottish Episcopal Church for the use of three collects (Christmas 2, Columba and the Transfiguration) and two Post-Communion Prayers (Palm Sunday and Easter 4) from Collects and Post-Communion Prayers "in the Scottish Episcopal Churches Calendar and Lectionary".

(iii) Catholic Printing Company of Farnworth for the use of a Collect (Christmas 2) and two Post-Communion Prayers (Palm Sunday and Easter 4) from Collects and Post-Communion Prayers in a service sheet.

11. ELECTORAL COLLEGES

In response to questions previously submitted by the Standing Committee, an Opinion was received at the November 1997 meeting from the Legal Advisory Committee in relation to the holding of an Electoral College.

12. FETTER LANE AGREEMENT - MORAVIAN CHURCH IN

GREAT BRITAIN AND IRELAND

The Committee for Christian Unity reported to the Standing Committee that it had studied the Fetter Lane Agreement between the Church of England, the Church of Ireland and the Moravian Church in Great Britain and Ireland and recommended that the Church of Ireland be represented at a Service of Celebration of the Agreement in

Manchester Cathedral on 7 November 1998. It was also recommended that the Church of Ireland be fully represented at any further conversations with the Moravian Church in Great Britain and Ireland.

It was further agreed that the Declaration be referred to the House of Bishops for confirmation that it is in order for approval by the General Synod. If the Declaration is approved, it is planned that it be signed at the service in November on behalf of the Church of Ireland.

The Declaration is included in Appendix A.

13. GENERAL SYNOD - STANDING COMMITTEE BUDGETS

In September 1997, the Budget Sub-Committee considered budget submissions from various bodies relating to their expenditure in 1998 and presented a report to the Standing Committee. Following consideration of the report recommendations were passed to the Representative Church Body Allocations Committee.

14. HYMNAL REVISION COMMITTEE

The Standing Committee at its November 1997 meeting agreed to a recommendation from the Hymnal Revision Committee that a further 21 Hymns be included in the new Church Hymnal in an effort to make the publication as balanced and inclusive as possible.

The publishing Contract with Oxford University Press for the new Church Hymnal was signed in February 1998.

The Committee submitted a report which is included as Appendix D.

15. IRISH INTER-CHURCH MEETING (DEPARTMENT OF THEOLOGICAL QUESTIONS)

At the request of the Committee for Christian Unity the Standing Committee considered the Report from the IICM Department of Theological Questions entitled "Freedom, Justice and Responsibility in Ireland Today".

16. JOURNAL OF THE GENERAL SYNOD 1994

Attention is drawn to an error on page 111 of the 1994 Journal of the General Synod which contains Appendix D to the Standing Committee Report entitled "General Synod/Standing Committee Structures - Paper from Mr. J.L.B. Deane".

The final sentence on page 111 should read as follows:

This is because it has to include a number of persons who are experienced in the law of Northern Ireland and a number of persons who are experienced in the law of the Republic of Ireland.

17. MARRIAGE BANNS

An issue in relation to the reading of Marriage Banns was brought to the attention of the Honorary Secretaries. It was agreed that a circular be sent to all bishops and clergy of the Church of Ireland in the Republic of Ireland indicating that Banns can be read by a licensed Reader of the Church of Ireland, such person having been licensed under the provisions of Canon 35.

18. NEW LITURGICAL WORK

Questions concerning copyright, contractual obligations and publication relating to the Book of Common Prayer were referred to the General Synod Legal Advisory Committee for an Opinion.

19. NORTHERN IRELAND PEACE PROCESS

The following resolution was adopted by the Standing Committee at its meeting in September 1997:

(a) That the Standing Committee of the Church of Ireland welcomes the current talks process which is taking place at this time in Northern Ireland. The Standing Committee encourages and supports the participation of all those who are genuinely seeking a secure and lasting peace by political dialogue and democratic action.

The Church of Ireland will seek to play its part in the work of reconciliation and healing within these islands.

(b) That the Archbishop of Armagh, the Archbishop of Dublin and the Honorary Secretaries be authorised to react on behalf of the Standing Committee, at their discretion, as the current situation develops.

 

20. PORVOO CONTACT GROUP

A report on the meeting of the Porvoo Contact Group held in Oslo from 13 to 17 November 1997 was submitted by the Rev. Canon W.P. Colton.

The meeting included representatives from all of the Porvoo Communion Churches. The current status of the Church of Latvia in relation to the Porvoo Communion was raised as the Church of Latvia has not yet signed the Agreement and it was agreed that the Iberian Anglican Churches should be involved in the Porvoo process. A bishop from each Lutheran Porvoo Church is to be invited to attend Lambeth 1998. The various Churches have suggested that they exchange each others handbook, annual reports etc. There will be a Church Leaders Consultation in Finland in March 1998.

The Standing Committee agreed to the holding of a meeting of the Porvoo Contact Group in Ireland in September 1998.

A commentary on the Porvoo Declaration was circulated to Diocesan Secretaries and Registrars and the Commission on Ministry.

21. PRIORITIES FUND

(a) The recommended allocations from the 1997 Priorities Fund will be considered by the Standing Committee in April and the Fund allocations will be printed in Priorities News.

(b) In September 1997, following the recommendation of the Priorities Fund Committee the Diocesan Targets for 1998 were increased by 3%. This was the first increase since 1995.

(c) The following allocations from the 1996 Priorities Fund were approved by the Standing Committee in April 1997:

(d) Accounts for the year ending 31 December 1997 are included as Appendix B. Contributions to the Fund do not close until the end of February. The amount actually received by 28 February 1998 was £341,138.

 

22. PUBLISHING EXECUTIVE OFFICER

In November, the Standing Committee authorised the Bishop of Meath, the Bishop of Kilmore, Dr. R. Refaussé and one of the Honorary Secretaries to provide a job description for a publishing Executive Officer to hold office for a three year period from January 1998. A job description was approved by the Standing Committee in January 1998. It also authorised an application to the Priorities Fund for the sum of £45,000 payable over three years towards the cost of a Publishing Officer.

23. ROYALTIES FUND

The following allocations were approved:

(a) £1,000 Stg. to Rev. Canon J.A.B. Mayne to re-print of the Revised Common Lectionary booklet (300 copies), Service of the Word (500 copies) and the new Collects and Post-Communion Prayers (300 copies).

(b) IR£1,000 to the Trustees of St. John's Sandymount for the publication by the Four Courts Press, Dublin of the substantial history of the church to be written by Dr. Jennifer Moreton.

(c) £1,000 Stg. towards the publication of "A History of the Church of Ireland 1691 - 1996" by Dr. Alan Acheson.

24. SECTARIANISM WORKING GROUP

The group reported regularly to the Standing Committee throughout the year. The annual report to the Standing Committee is attached as Appendix E.

25. STAFFING OF THE GENERAL SYNOD OFFICE

Mr. David Meredith resigned as Assistant Secretary of the General Synod at the end of December 1997. The Archbishop of Armagh paid a warm tribute to Mr. Meredith for his considerable contribution to the work of the Synod and its Committees at a presentation following the January 1998 meeting of the Standing Committee.

Ms. Valerie Beatty was appointed Assistant Secretary of the General Synod with effect from 1 April 1998. Mr. Derek Phillips was appointed to the new post of Synod Officer from January 1998.

The Standing Committee wishes to place on record its appreciation of the dedication and commitment of Miss June Howard and Mrs. Jennifer Byrne during the implementation of the new staff structures.

26. STRATEGIC PLANNING WORKING GROUP

The Standing Committee at its meeting in September 1997 considered a verbal presentation by a member of the Strategic Planning Working Group.

The Committee agreed that a seminar entitled "Facing Up To Change" be held and that the following be invited to participate:

The following Steering Committee was appointed to make arrangements for the Seminar and it was subsequently agreed to hold the Seminar in the Ambassador Hotel, Kill, Co. Kildare on 6 and 7 March 1998:

The Standing Committee at its March 1998 meeting received a verbal report on the Seminar and requested a written report for consideration at the April meeting.

27. THE GENERAL SYNOD 1999

In accordance with the authority delegated to the Standing Committee by the General Synod in 1982, the meeting of the General Synod in 1999, was arranged for 18, 19, 20 May, 1999 to be held in the Royal Hospital, Kilmainham, Dublin.

28. THE MILLENNIUM

The working group established to consider suggestions as to how the Church of Ireland should celebrate the Millennium reported to the Standing Committee in November 1997 and in January and March 1998.

 

The Standing Committee appointed a small co-ordinating group including representatives of the Bishops' Appeal Committee and the Council for the Church Overseas to co-ordinate millennium events throughout the Church of Ireland.

29. THE VENERABLE R.G.F. JENKINS

The Standing Committee in January 1998 learned with regret of the death of the Venerable R.G.F. Jenkins who was a Clerical Honorary Secretary of the General Synod from 1954 to 1975.
